Peer Reviewing Drafts, Abstracts and Descriptive Outlines:

1) Comment on Exigence

In the abstract, does the author provide clear exigence for the project? In the outline, do they seem to strive to make it clear why they think the topic they have taken up is a timely one or one in need of an argument?

2) Comment on the Evaluation and Proposal claims.

Is the evaluation claim clear? Are their clearly noted criteria that need proving/arguing? (or does the author seem to be 'preaching to the choir'?) How strong are the criteria?
Is part of the project clearly directed toward forwarding a proposal? I.e., is it clear that a fundamental objective of the paper is based around a proposal?
How strong are the criteria that the writer is using to compose their proposal? Do they provide appropriate means for examining the strength of their proposal and determining the positive negative consequences of the proposal's acceptance?

3) Comment on Research

Does the argument seem to draw on enough research in appropriate places? What areas seem to be well researched? What areas might need further research (and what kind?)

4) Comment on LOGOS or arrangment
