     A. Give counyter arguments for reasons why the lack of regulations are made

     A. Explain why there needs to be change and how the government should stop worrying about making money and keeping oil industries happy. Explain that environmental safety should be the priority

     A. Explain the negative effects of a lack of regulations and the hazards of global warming

VI. Conclusion

     A. Tie the entire paper together and restate my argument while appealing to the rader.
